Химическая промышленность Казахстана: государственное регулирование

It is natural, that Kazakhstan’s chemical sector requires renewal and harmonization of technical orders and standards, conduction of modernization of state models on conductivity chromatography Ph-metrification and spectrometry for conduction of physic-chemical, optical and physical and microbiological measurements by modern methods.

The policy pursued by the government will have beneficial affect on Kazakhstan`s chemical industry as it ensure raising of customs protection from producer states beyond Customs Union. Legal foundation of implementation of investment activity in the Republic of Kazakhstan is regulated by the law of the Republic of Kazakhstan «About investments». It has legal interest’s protection guarantees using in international practice, such as income utilization guarantees, guarantees at nationalize and requisition, guarantee of contracts stability.

Kazakhstan attracted the considerable volume of direct foreign investments however about 70% of the attracted investments was directed on oil and gas investigation and production activity. Attraction of direct foreign investments and international companies is required further development of free economic and industrial areas, strengthening regulating authorized bodies. In 2012 a record level of gross inflow of direct foreign investments to Kazakhstan on a mark 22.5 billion dollars, which are 7 % higher than in 2011 was highlighted. In 2013 The Deputy Prime Minister – Minister of industry and new technologies of Kazakhstan A.Isekeshev made a speech in foreign investors Council, where he said following: «It is possible to give chemistry as an example. 3 chemical clusters are forming in Kazakhstan - production of such products as polyethylene, polypropylene, butadiene, etc. The following stage is polymers of new generation, production with a high added value. Third is collaboration of the Ministry, United chemical company, Institute of chemical sciences and Institute of an organic catalysis and electrochemistry, and also KBTU. As the partner the Korean company LG Chem acts, showing to the activity a contribution of absolutely new quality to economy development».

For years of independence qualitatively new laws were adopted such as «About Science», «About Support of Innovative Activity» in which new forms of innovation’s support were fixed.

As a positive experiment of an industrialization of foreign countries showed symbiosis of directive and indicative methods of management by branch development is most productive for the Republic of Kazakhstan.

In foreign countries the government takes the most direct part in development of the domestic chemical industry. Data of a measure with success can be used in the conditions of Kazakhstan at a stage of industrial innovative development of branches of real sector of economy.

 Summary

The Policy of Kazakhstan in the development of chemical industry and studying advanced foreign experience is achieving its results.
